CTS+ upload trans status "not yet flagged for import"

SAP NW CE 7.2 SP 4 system with DI configured.

Sol Man system at SP 26 (NW 7 enh 1 SP 7) used for OTO system.

I am referring to SDN HOWTO "How-To Set Up CM Services in Enhancement Package 2 for SAP netweaver 7.0".

This document suggests you have a dummy system UPL with transport layer pointing at DEV (non-ABAP).

I created a transport for UPL and attached the SAP SCA's flagged as dependant to my DI track.

After releasing this transport, it just sits in status "not yet flagged for import".

How do I get this transport added to DEV's import queue?
