I created a new SubType 9TAL on IT 105. In PA40, IT 105 is not coming up with subtype 9TAL.

Please check your action settings ,for your user group and infogroup modifier
make sure the below entry is there in the infogroup
INS 0105 9TAL Communication
Configure the infogroup for IT105 new type for the action type you are executing. Basically you need to add a new line in the infogroup for including a new IT.
