Please check the information below that answers your 2 errors messages.
If you try and create a P&L account with open item management it always gives the error FH017 becasue you can only have open item managed balance sheet accounts.
This is standard functionality. SAP Development do not recommend this course of action.
This could lead to inconsistencies in your system. What the full repercussions would be are not known.

A possible workaround available for the same is:
Create a new account with the correct account assignment. Post your items to the new account. If you want to use the original account number, the account balance must be zero, change the account assignment, and repost the items. You can remove the old items by archiving the documents.
As you have well known,only the balance of a G/L account is zero, the Open Item Management flag could be changed, and the old items posted before change will keep in origianl status, and for new posted docs only, the status will be changed to "open line item management". In other words, the old items will keep in BSIS table with BSIS-XOPVW = initial, will not be changed to BSAS table in standard.
Please also refer to the attached note 175960, before 45A, RFSEPA02/03 can be used for status change, since release 45A, RFSEPA02/03 are not supported . This is because of the risk of inconsistencies resulting in such changes.
It's not recommended by SAP to make changes to the open item management flag to an account that already has postings. Hence it is suggested to create new master with correct controls.
