WPC Occasionally Missing Options From Drop Down Menu on Site Content

We are running NW 7.0 SP22 and are using web page composer to develop a web site.

Every once and a while, when we are positioned on Site Content and we click the menu option New the drop down menu shows Folder, Upload, Link but the Article, Banner, Link List, Paragraph, RSS LInk List and Teaser options are missing?

Only the Folder, Upload and Link show up and we cannot add content using the the SAP delivered XML templates. After some time, we log off and go back and go to the same spot and re-try the New option and the Article, Banner, Link List, Paragraph, RSS Link List and Teaser options appear again. Does any one know why this is occuring? It's very strange and it is interrupting our work on the site.

We re-booted the server and the problem went away.
