I Am Getting an Error sending message within portal...whenever i am selecting working time under Leave Requset..

The error that you indicated above usually indicates that the RFC
connection is failing sometimes due to network issues.
For RFC Trace information refer to SAP Note:

2. Activate the CPIC trace. In order to do this, can you please
stop the J2EE engine and in the environment, where it is started, set
the environment variable
CPIC_TRACE=3
(or set it as a system variable to make sure the process really finds
it).
Afterwards reproduce the error once and then look for a file named
CPICTRCxxx (where xxx is the process id of the J2EE process) in the
working directory, e.g D:\usr\sap\BPR\JC00\j2ee\cluster\server0.

Please update the host file with server host name and IP addres and service file like below in your system
sapms<SID> 36<intance no>tcp # SAP System Messaging Service Port
Once updated then check the issue. Also check the security audit default trace log file to find the root cause.
