MBS appears to be a 46d version of sneak preview or MINISAP. You need to newest sneak preview Netweaver 2004s to work with Web DYnpro for ABAP. You can download this here on SDN in the Download section.
This documentation tells me that this is an old version, you can use this to do web dynpro ABAP.
