Experts:
For MDM7.0 and lower version, system integrators do most of the work while basis people only do install and alike.
It is said that from MDM 7.1 most of the work like configuration, mapping, etc. that used to be done by integrators, will
be done by basis persons.
Is that true?

In my opinion, it not true and I totally disagree with that... Activities like repository modelling, data mapping etc are not basis activities and needs to be done by MDM consultant..

First of all as suggested by Shiv- whole MDM operations are not basis activities. as data modelling, validations, assignment, data quality and overall maintainance needs to be done by MDM person.
