Doument overview layout in ME21N

HI

One of my user trying to save document overview layout in ME21N transaction, system forces him to create only user specific by greyed out "User specific" option. where as it allows some users.

Can any body help me in this, I compared role of both users but could find any clue.

A user needs the authority object S_ALV_LAYO in his role to define global layouts, wihtout this authorization object a user can only create user-specific layouts.
