In EhP4, corporate goals can be cascaded only by TMS role, right? For this, we have to activate the BF hcm_tmc_ci_1? Does this requrie new license, would you know?

Correct. The standard authorizations are for the TMS role only. Once you implement that business package, you should be fine. Also, you do not need additional license for this.

As mentioned above. No license needed, but you will need to activate the OSA business functions.
