Can we create a PO without GR/IR, without link to FI at all?

Hello SAP Gurus,

Is there a way we can create a PO without GR/IR and without linking to FI module? My client doesn't want to book anything on the GR/IR at the time of creating PO returns.

you can create a PO without GR - however why would you want to raise a PO without an invoice?

There is a tick box on a PO to indicate if the PO requires a GR.
