Need help creating creating a webservice as per the documentation

I'm trying to setup a webservice with reliable messaging using the NWDS. I'm trying to follow the example given in http://help.sap.com/saphelp_nw72/helpdata/en/46/741a3dfcfa0eede10000000a155369/content.htm

I'm not familiar with J2EE development, so I don't know what wizard I should follow in the "File"->"New" to create the java class.

It looks partly like an application, because they are referring to the application-j2ee-engine.xml, but parly looks like an EJB because it has some EJB annotations (but does not implement any interface):

@SessionHandlingDT(enableSession=true)

 public class MyClassBean {

Here is what I tried - I created a New Enterprise Application Project, and it shows application-j2ee-engine.xml and application.xml in the Navigator view. When I right clicked the project and said "New Module", there is a dialog box "Add Modules" "Select Web- and EJB- Modules" but the list is EMPTY.

Please advice.
