While sending IDOC from R/3 to GIS system ,In SXMB_MONI I am facing the following error.

Can anyone provide the solution to resolve it.

you receive this error in PI ?
Perhaps problem is with PIIUser user that send message from IS to AE ?
Check those users and ensure that thay are not locked

Do an SLDCHECK in PI system...if it is in red..
then you need to approach your basis..if no basis then check the service users of PI(PIAFUSER ,PISLDUSER,...)
Main reason is the change of password for service user and it has not been replicated to other places...
if you have changed password then you need to ensure that it is changed at all places..

Check PIAPPLUSER is having this Role -SAP_XI_APPL_SERV_USER.
Go to T.code SLDAPICUST and make sure that it is pointing to correct SLD Server.
