Setup activity and resource utilization

Dear SAP Experts,

We are planning with setup activities determined via a setup matrix and the planned resource has an utilization # from 100%. Both planned activities considers the resource utilization to determine the activity duration. Is it possible to configure the system in a way that only production activity considers the resource utilization and the setup activity considers 100% utilization?

Example: We have a resource which the utilization if set to 65%, a setup transition of 390 minutes generates the setup activity with 600 minutes because of the resource utilization.

Appreciate any idea.

I could find a report that allow us to control if we want to use resource utilization or not in the setup activity.
