Quality server was not working so issued a command 'poweroff' from solaris although the OS IP was working properly but was unable to login thorough SAP GUI bow after powering on again the server booted up properly and all the mount points were also present but even after booting up the server from console IP the application didnt start up and the foolowing error was shown : -

"unable to login" (without any error message?) and a startdb that just hangs ...
Looks very much like an archiver stuck to me.

When server is rebooted that means your database also went down. For SAP application to start your database must be available. Start your database manually first and then your SAP. If it is not starting up via startsap command it may be the case your listener is not up.(in case you are using oracle as database).Start your listener first and then try command startsap.

What is the error code it is giving when you are starting the database, please mention it.

You Should Check two thing.
1. Database is running properly or not. Execute R3trans -d and check the returncode it should be 0000
2. If Database is running properly then check the application log files on work directory dev_w* files and paste the error log here
