CMS: cannot update a track

I updated a track (added a production system) I get an exception: Unexpected error; inform your system administrator: com/sap/tc/cbs/client/error/UnsupportedUpdateActionException

I cannot delete a track too.

CMS Role for my user has all CMS.* Actions

Could you help me how to solve a problem?

In defaultTrace I see

Caused by: java.lang.NoClassDefFoundError: com/sap/tc/cbs/client/error/UnsupportedUpdateActionException

What ear or sca file did I miss?

Do you have any resolution on this? I got similar error, can't remove configure runtime, and not able to save anything in the track after the runtime was shutdown.
