SWEEPER PROGRAM to restart the failure messages in moni

Hi Guys,

Some times few messages stucked in MONI, with 503 or 401 error with error status as Manual Restart Possible..

Then will manually restart...

Is there any way of SWEEPER PROGRAM to restart the failure messages in moni ? how to approach that procedure...
