we have installed the Wily Introscope Manager 8.2.3.5 on our SolMan.
Installation run without any error.

This issue may be caused by the JDK version.
1. The Java VM that is provided as part of the Enterprise Manager does
not work correctly on AIX 6.1 because that JVM version/patch level is
simply not supported.
2. The Java VM would work correctly if appropriate operating system
patches are installed.
This issue is described in note 1273028 at the following section:

9. AIX 6: The Java VM bundled with the Enterprise Manager installers
fails on AIX6. Locate a Java 5 VM on your host or download the
latest Java 5 VM from IBM and configure the EM to use it:
Open the file Introscope_Enterprise_Manager.lax in a text editor and
find the line lax.nl.current.vm=jre/bin/java. Replace jre/bin/java
with the full path to a Java 5 executable. Then save the file and
start the EM via EMCtrl.sh. Note that Java 1.4.2 and earlier cannot
be used for the EM!

I suggest the following:
1. Install a JRE / JDK 5.0 on your AIX 6.1 host. It must be 5.0(1.5),
not 1.4 and not 6.0. IBM's download instructions will probably reference
any required OS patches if needed.
2. Configure your EM to use this JDK. For this purpose, edit
Introscope_Enterprise_MAnager.lax and change this line to point to your
separately installed JDK:
old:
#lax.nl.current.vm=jre/bin/java
your customizing
lax.nl.current.vm=/path/to/java5/bin/java
3. Restart the EM and check if this solves the problem.

Even i was facing the same error with the willy enterprise manager installation 8.2.3.5 on AIX 6.1
it gave same error dont restart I got the solution kindly check all the prereqsite of solman setup
kindly check your SLD should be accesible through solman _setup initial configuration once done then
try to restart your Enterprise Manager if it is done.
