integration builder not opening after patches from SP 19 to SP 23

HI Experts,

I have a strage situation here, the maintainence team has applied SP from 19 to 23 in both abap and java stack and now the integration builder both ID and IR refuse to open...

can ne one suggest on how to go abt it?
