LT06 Destination storage bin has no available capacity

When try to do LT06 encounter the error message -Destination storage bin has no available capacity

I am seeing this error message for all the bins , I have checked the bins both Interim like 922/902 and also destination storage bin but capacity check is not enabled.We are doing support pack upgrade testing in ECQ where this error pops up but I have verfied set up from other sustem where this message does not occur.and everythign is same.

Check the destination storage type settings. Is capcity check activated or not?

I have checked for the destination storage type as well and the capacity check is not enabled at all for any storage type in our system.

Interesting observation is this error will only occur if the entire batch quantity is being moved from one storage location to another but if only few quants are being moved then LT06 directly goes to the screen where user can specify quanity to be moved and select quants.
