we are on SRM 7.0 using Process controlled workflow and using the BRF functionality.
We did want to check if there is a way to customise this and have the replace approver functionality.
Is there a way we can change the system determined approvers during Shopping cart creation process

This is only valid for application controlled workflow, where remove approvers is not allowed.
In the other hand, in process controlled workflow you can remove approvers, but not replace them.

No - You can't change the system determine approver's in PCW, this feature is there in ACW , because this feature is part SRM 5.0..
