abap stack is running but java stack is not running give me the solution

Kindly check whether Java is installed first. You can look for J2EE folder at OS level and SCS folder too.
If it is then kindly give the trace files like dev_Jcontrol, dev_disptacher, dev_server0.

You would have to start by looking at the logs for webas java.
Is this parameter set rdisp/j2ee_start to 1?
Which version of SAP are you running?
