I wonder whether there is a way to estimate shell size before starting shell creation for ECC and BI.
Is it a fixed size for ECC and BI respectively , or it's decided by the master data ?

Also there are differences in used databases and database configurations.
If you use e. g. SQL Server 2008 R2 with row compression our size is about 80 GB. If we use MaxDB with the same export it needs 180 GB. Oracle 11g with ACo and Securefiles needs about 95 GB.
So it all depends on your system. Since it's not that much work just try it out and see

There is no way to correctly estimate the size of shell beforehand. Certainly its not a fixed size for any system be it BI or ERP. It depends on no. of factors for example amount of custom developments done on the system, however it certainly doesn't depend on master data in fact it does not depend on any application data for the basic reason that during shell we are not transferring application data (client dependent).
