We have an issue where User is unable to attach the document to the shopping cart item.
Following checks performed successfully,
1.0 File is not corrupted.
2.0 File do contain only English characters.
3.0 No issue with work station
4.0 The file is one of the following type (ZIP, PDF, DOC, XLS, PPT, ACD AutoCAD, GIF, JPG, MPP (Microsoft Project), RTF (Rich Text Format), TIF,HTML, XML, and BMP).
What else should I check to resolve?

What is exactly the error user is facing? A message error? The file does not upload?
1) Check your BBP_DOC_CHANGE_BADI implementation for shopping cart.
2) Check if one of these notes could be helpful
781910 - Problems with mime type application/octet-stream
1154620 - URL is cut due to long attachment names
1116863 - Displayed attachment size is wrong
1116845 - Incorrect file name picked when you download attachment
1147661 - Incorrect attachment file name when using special characters
