This is surely a network related issue, as far as I think. The following suggests that:

LOCATION CPIC (TCP/IP) on local host

ERROR partner '124.247.222.220:3299' not reached

ERRNO TEXT WSAECONNREFUSED: Connection refused

Please check the network connection as the port is not accepting requests.

What way are you connection to SAP? (ISDN, VPN, etc?)

Seems like a network issue, in the case of ISDN it could be an issue with the ISDN line.

Hi,

Are you able to telnet SAProuter?

Check if your SAProuter is running or not.

Also check dev_rout log file for errors.

Regards,

Vishnu.
