Not sure this is the correct mechanism for notification, but did want to bring it to the groups attention: we had an issue with one of our partitions this morning, where it seemed to hang: we couldn't bring up a 5250 session, couldn't bring up a console session, and applications did not appear to be running (we run portal, PI, and SolMgr here). But there was no SRC issued.
After forcing the partition to restart (which is a rare occurrence for us), we had IBM analyze the problem.
Their diagnosis was that PASE jobs had processes that were waiting on page faults. They recommended V6R1 PTF MF52352. That describes the problem as

Termination of a multi-threaded job may hang waiting for
secondary threads to end because the initial thread is left in a
state that will not deliver signals. This situation is most
likely to occur ending a job that ran Java.
It was aggravated by the Management Central job (QYPSJSVR) generating a lot of threads, which is addresses with PTFs SI42257 and SI42288.
Our symptom was that messages CPF0908 and CPF0909 were issued, indicating that a threshold for ineligibile processes had been reached (we weren't able to see that until after we restarted the system).
IBM indicated that the MF PTF was not yet on a CUME package, and I don't see it on the SAP InfoAPAR.
Hopefully, this will help someone else avoid our issue.
