1. Inspection lot creation is an outcome of goods receipt process. Lot gets created automatically after goods receipt if you have assigned appropriate inspection types in material master.
2. You need to create purchase order and then inwarding through MIGO against this PO in case of incoming inspection.
3. For production related inspection you need to create production order and goods receipt against production order through MB31.
4. Ensure that you activate inspection 01 (for incoming)or 04 (for final inspection) inspection types in material master.
