Transaction O7V2 not able display -> Change

Hello Coleagues

I'm with problem in transaction 07V2. When I start the transaction 07V2 for the firs time the option in menu Display-> Change is disable. If i start an new session the system show me that option is blocked for me.

How can i able this option?
