Issue related to Quota Arrangement

In matrerial managment , when we declare three vendors in quota arrangement then the frist time the system is taking in the descending order of there ratio once the first cycle is completed then the system is giving the name of the vendor according to the ascending order of there arrangement . can anyone please explain this phenomenon

What is your settings for your deployment profile for your product?(e.g fair-share, outbound/inbound quota etc)

Check if your plants have different pending orders. The system will assign quantities such as final quantity will be equal.

You may refer to the SAP help regarding the Quota arrangement and check whether you maintain the prerequisites as well...

Thank you very much for your kind reply , I am a new user of sap and I am not into implementation part yet I am in SAP training, I will try to follow your advice .....
