During Installation "Create Java Users" failed

I try to install the SAP Solution Manager 7.0 EHP 1 (central system with maxdb7.8) on Windows Server 2008 R2 and the step "Create Java Users" failed. I had to run the installation with jdk1.5 because I did not find a place where I can download jdk1.4.2 for 64bit system. Can you tell me where I can download the right java verison or how to fix this problem?

The error occurs when instance is trying to start the R3Services with Error Massage: Java is not active.

File: UserCheck.58

Critical Error

Can`t read program properties -> internal program error (rc = -1)

Hi,

First of all installed Java 1.4 only. Link to download Java 1.4 is below:

http://java.sun.com/j2se/1.4.2/SAPsite/download.html.

Second make sure that Local User policy should be off.

Thank you very much for your reply.

I downloaded the right Java Version and installed it in the same folder, which path I gave to the SAP System during the installtion. I cannot find out how to turn off the Local User policy. Can you help me?

My Installation is still not running and the error massage is the same.

I turned off the Local User Policy but its still not working.

Do you have some other ideas?

I cannot complete the installation.

I started a new Installation with the right Java version and the step "Create Java User" is still not running.

The Error Message :
