This is because GATP is triggered and you have check instructions with 'rules immediately' specified. So the ATP check does not occur for the input product/ location. Instead the system tries to find rules and then product/location substitutions. If rule evaluation does not identify any valid substitute product/ location (must exist in the APO Product Master), you get the error you mentioned.
