I am looking at an OIF application in the portal.
How can I tell what application configuration it is running under?
The application configuration of FPM_OIF_COMPONENT.

You can see that in the iView property configurationid.
If this is not set then you can see the application name . With this name you can see which application configuration does it have in SE80.
