I have this scenario, we have site 1(you can call it "primary") and the site to (mirror), the mirror is in other country. In the primary we use MSCS, we can use database mirroring in this case???.

Yes, you can have DB mirroring on top of clustering to be protected from disk failures.
the usual setup is clustering with asynchronous mirroring as mirror DB is located in different country, and you have to make sure you have minimum latency between primary and secodary servers.
