I´m doing a localization Rollout in Mexico and I would like to know the fields that have to be mandatory according to legal requirements in mexico.
Couple of OSS notes are there from statutory point of view. You may have a look at the following few such notes

You are speaking as if a country rollout is an IT project, and all country based solutions will be the same. It isn't, and they aren't! All functional groups must be represented and participate. Business and legal requirements must be discovered, and from this list of requirements the appropriate solutions created. Which will include the lists of any special required fields.
Fortunately for you, SAP has already done the heavy lifting with their "country specific versions". I suggest you look at the support site (general info)
