Crystal report can't export to pdf in windows server 2003

I'm using VS 2010 develop a system and using CR 13 sit on top of VS 2010. The development machine run on Window 7 32 bit. I can export the report to pdf format. I deploy the system to windows server 2008 32 bit with install CR redistribute 32bit on it, it work ok. When I try to deploy the system in windows server 2003 with the same CR redistribute. It can't export the report to pdf and give me an error win32 unhandle exception. Any one have idea what the causes? Please help.

Any one have idea what the cause on this problem. Please help. I run out of idea. I try to un-install the CR redistribute for framework 4 and re-install again but the problem still there.
