Somewhere between 2 weeks and 2 years.
There is no hard and fast rule since MII is a toolbox and not an application (in the generally recognized use of the term). It depends on the functionality and quantity of objects, plants, etc.
A simple case of installing NW and MII, connecting to ECC and to a historian, could take as little as a day or two (depending on how quickly the server could get set up, and how long the credentials take to work through security or user administration). But that is just set up. Development time depends specifically on what you are developing.
