Requirement of program BBP_ATTR_XPRA400

Hi SRM experts,

Can anyone please guide me,when do we require to run program BBP_ATTR_XPRA400 before BBP_LOCATIONS_GET_ALL to replicate all plats (with all attributes) from R/3 to SRM i.e. at the time of upgradation or while installation also.

Also please let me know for which versions of SRM it is valid.
