I am not sure what you mean, but the different applications call the avail. check with their "checking rules". In the avail. check function, this code in combination with the field "avail. check" from the material master gives the definition what objects shall be included or excluded when calculating availability.
Specifically the rule 03 in standard SAP comes from MM (goods issues and transfer postings) where it is assigned to transaction codes MB1A and MB1B. You can check the other assignments in MM (and change them) using the IMG path MM -> Inv. mgmt -> GI and trfr posting -> Avail. check.

If you remove 03 from the definition of MB1A then the system will not check availability of the material against e.g. other outstanding reservations when doing GI. You still won't be able to issue more than the physical stock, of course.
In other applications, the avail. check (ATP check) has additional function. Besides checking if the quantity requested is available on the desired date, the system also reserves this qty for the document in question, e.g. a sales order.
To see what certain combination of the checking rule with the "avail. check" code from your material master means, you can check e.g. in the same IMG option. Just click "Define checking rule" there. You can also see this definition on all the different application screens showing the material availability - there's a pushbutton "scope of check" in the upper part of the screen. Or also in trs CO09.

You can define checking rules for different applications, such as:

u2022 Sales and Distribution
u2022 inventory management
You can carry out various checks for a material in the applications
You can define checking rule for checking different stocks (e.g. safety stock, stock in transfer, QI stock, block stock , etc), purchase req,Pos, reservations, deliveries, etc.
There are nodes at different places to define checking rule in SPRO. One of them is SPRO- Production- shop floor control---- operations- availability check- define checking rule.
You can assign this predefined checking rule to different scopes of availability check (e.g. daily requirements, individual requirements, batches, etc).
In the same node u can see node u2018 Define checking controlu2019. Here you can configure combination of plant, order type & operation (check while order creation /check while order release).
You canu2019t remove it from transaction. You have to change the configuration, if you donu2019t want it. Then system will not consider different stocks (e.g. safety stock, stock in transfer, QI stock, block stock , etc), purchase req, Pos, reservations, deliveries, etc. while creating or releasing order.
