Yes, that looks another option. You can use the Order requirements field in the copy control settings. I remember some time ago, one of the forum member used this technique to limit the number of items in the delivery and for rest of the sales items, subsequent deliveries were created (delivery split).
Either you can apply the logic in your existing routine itself or try with USEREXIT_SAVE_DOCUMENT_PREPARE in Include MV50AFZ1 which will trigger when you save a delivery.
