Change Request Management - Inactive domain controller locks the project

I have created in SOLAR_PROJECT_ADMIN a project. I have put in this project several logical components, for example:

LC1 ED1->EQ1->EP1

LC2 BWD->BWQ->BWP

LC3 XID->XIQ->XIP

As you can see there are not transport routes between different logical components, therefore from a transport point of view they are independent. The problem is this:

if for example BWD is a domain controller for the BW landscape and it becomes inactive, the whole project gets locked and I am not able to create Change Document neither for the ECC or XI landscape (When I select for example EP1 in the Change Document, the system tells me that there are not active projects). The solution could be to create a project for each logical component, but I would like to know if there is another solution that allows me to keep all the logical components in the same project.
