Hi Experts,
For a limited number of BoMs in the system, I'm looking forward to report / notify everytime that:
A new Change Number for the BoM is created
A Change number for the BoM is updated
Is there any standard functionality regarding this?

I don't think we have a STD report available for fetching BOM details. You may have to go with custom report
