Hello,
We need to give access to managers to run backend reports from the portal(queries, standard reports...). It seems that we need to define their users as dialog. Is it mandatory? can we bypass it(avoid user settings check)?

We will create the dailog users only if the users want to login in the sytem and do something. But if you just want some reports to run we can have the communication users created in the system. No need to have the dailog users created.

you may consider also SAP portal User mapping where you can map portal users to backend users...

If it is only for acessing from other application (Portal etc), then no need to give them Dialog user.
We have some Non-SAP applications and Portal systems which uses System user for the access(These IDs used as background IDs and Dialog login is not possible at all).
