Please check to ensure that the system ECC has the RFC set to Master n the 'RFC Destination tab'
When you are doing the refresh of the service definition, it is important that it be done on by the Solution Manager system first and then the ECC system.

In addition to what Jared has mentioned, you want to check the SDCCN task logs in the ECC system.
If the Maintenance Package has errors, or the EarlyWatch Alert Task has errors, this can result in a Red Flag on the SOlution Manager in DSWP, which is saying the EWA has been scheduled and is still waiting for data from the Satellite system.
When there is a Red Flag in Solman, it means a problem with SDCCN on the Satellite system....always!
Usually it is an SDCCN task that has failed or the RFC may be connecting, but it needs to logon to process an EWA, so the user must be valid, not locked, and really should be a service user, can be a system user, should never be a dialog user, and while a communication user most often will work, it is not recommended.
As Jared pointed out, a Solution Manager system must be slected as the master in the SDCCN Settings > Task Specific Settings> RFC Destinations, especially in the event there is more than one SOlution Manager system in the landscape.
