Hi,
I have sap solution manager 701 sp 23 on windows os. When I try start Maintenance Optimizer by going to TCO -> DSWP -> Operations -> Change Management -> support Pakage stacks and start Maintenance Optimizer I get this error on my browser.

What can I do?
If the termination type was RABAX_STATE, then you can find more information on the cause of the termination in the system SOL in transaction ST22.
If the termination type was ABORT_MESSAGE_STATE, then you can find more information on the cause of the termination on the application server solman_SOL_00 in transaction SM21.
If the termination type was ERROR_MESSAGE_STATE, then you can search for more information in the trace file for the work process 0 in transaction ST11 on the application server solman_SOL_00 . In some situations, you may also need to analyze the trace files of other work processes.
If you do not yet have a user ID, contact your system administrator.

I did create a local logical system. And I can see my system on solution manager.
I did check.
1) SE80 -> inactive objects: there are no inactive objects.
2) SICF -> All services are activated
3) I can execute solman_setup on step 7 alle my services working.

I did solv the problem I need to create a Local logical system i did i on Tco- RSA1 and my Maintence Optimizer work correct.

I had another problem on RSA1.
I think that you need is add a Logical components to you installation .
You can choos you system on smsy. and use wizard "assignment to logical components" on top to add a logical components to your installation.
You can find your logical components on smsy -> System grups and Logical components -> Logical components.
remmber to add your system on Solution Landskabes - Opreation.

Please check transaction type SLMO, if it is inactive.
You can find this under:
-> Customer Relationship Management
-> Transactions
-> Basic Settings
-> Define Transaction Types
