for the automatic determination of the route for MM module is it mandatory to fill the storage location?

The point is that in this configuration doesn't exist the Delivery Type i use to my process: EL
My process is a standard process, with purchase Order type NB, and delivery type: EL
Another idea?

I think the important elements are:
The county and transportation zone coming from:
Enterprise Structure -> Definition -> Logistics Execution -> Define, copy, delete, check shipping point (see config below for shipping point determination in ibound deliveries)
The other county and transportation zone coming from the address of the Vendor & SC data comes from the vendor (Purchasing data tab)
The configuration table below has SLoc as an entry (It might be worth trying "blank" or making an entry for all relevant SLOC's
Logistics Execution -> Shipping -> Basic Shipping Functions -> Routes -> Route Determination -> Assign Goods Receiving Points for Inbound Deliveries

For goods receiving point determination (path as described above) maintain entry with blank storage location. Then the receiving point will be determined based on plant code only. And from there receiving transportation zone will be taken to find out corresponding route.

Purchasing Purchase Order-> Set up Stock Transport Order -> Set Up Stock Transfer Between Storage Locations -> Set Up Storage-Location-Dependent Shipping Point Determination -> Define Rule for Determination of Shipping Point
The link to route determination is through the transportation zone on the address record linked to the shipping point.

Im actually looking in the SPRO,where i can define for the Purchase Order type NB, the automatic determination of the route without filling the field Storage Location, i mean, i just need to fill the Plant.

Route determination uses the country code and transportation zone from the address records as some of the inputs into the route determination. Dependent on the IS solution you are using and SAP version the configeration determines how the route is determined.
If you are on a standard EEC 6.0 system try the configuration path (transaction SPRO)
Materials Management -> Purchasing Purchase Order-> Set up Stock Transport Order -> Set Up Stock Transfer Between Storage Locations -> Set Up Storage-Location-Dependent Shipping Point Determination ->
Define Rule for Determination of Shipping Point
&
Assign Shipping Points According to Storage Location
Logistics Execution -> Shipping -> Basic Shipping Functions -> Routes -> Route Determination
For an STO the from address record is take "from" the shipping point (determined from plant or storage location see configuration options above) and the "to" this the receiving plant.

SLoc is not mandatory, Route is determined through shipping point which is nothing but plant/ Shipping condittion & post code.
