Is there a WEB Service available to insert a work instruction?

This means to use e.g. Java basis objects as unsupported API WorkInstructionBOBean.

SAP ME 6.0 is coming soon: will there be a WEB service for WorkInstructions? If not, will there be a significant change in the unsupported API?

If you need API for WorkInstruction you can request it using OSS ticket for component MFG-ME-API

It is possible to insert work instruction and attachment using DataExchange.

As far as I know there is no webservice to insert a workinstruction.

You can insert it by using SDK.
