Problem Configuring Local Security Handling

I have several dozen SAPGui 7.20 installation servers which are working properly. But I have 3 that when I go to configure LSH will throw this error after clicking NEXT on the last configuration dialog:

"Could not store IS user credentials".

I have tried with two different accounts to configure this, both are admins on the servers and the user workstations. All servers are running same OS and configuration so this is VERY puzzling.

NwSapSetupAdmin log file has entry:

"Failed to write service user data! THIS IS A CRITICAL ERROR: The handle is invalid.## Error code 0x6 (6)"

I have a support message filed since Friday and no response from SAP so I thought I'd try here.

please check on the affected server, if the Service

"remote registry" is running.
