1.What is the use of creating multiple shipments for single delivery?

If you wish to assign the selected deliveries to several different shipment documents, for example, for capacity reasons, you can create additional shipment documents on the overview screen Shipments and Deliveries.
2.Mutliple shipments for single delivery are used only in case of delivery having handling units?
Why do you think that? In my opinion there's no such rule.
3.How to restrict the only one shipmnet for one delivery?
- Use proper selection criteria in VT01N (e.g. take care the value in field transportation planning status; you can define variants for the selection screen)
- Development (there are several user exits and BADIs, e.g. you can try "IF_EX_BADI_SCD_CREATE_CHCK"
