issue with rxmb_restart_messages

Hi Experts,

I created a copy of a standard program : rxmb_restart_messages as zrxmb_restart_messages and executed it with a successful messege id from sxi_monitor. It failed showing a message as : RESTART not possible.

I tried the same in a different development server , where it immediately gave results of some messages ,

Any idea, where might have gone wrong!!

rxmb_restart_messages - does not work with succ messages
