Hi Carlos,
I am not very clear with your question, but anyways will give you some info about Business System AND Business Service till we get a still clearer picture on your requirement,
You use a Business Service, when you do not have the System details of the the partner system to which you want to communicate. i.e. you have not configured the partner system in SLD.
Business System is always configured in SLD and you use it when you have all the data you need to connect to the partner system
You can find nice documentation in help.sap.com. just try to follow releavant links in this documentation

Hi Carlos,
just go to the Integration Directory and navigate to 'Service Without Partner' and right-click the mouse. Now you can relate the new service to an exiting business system, which must have been created in the SLD before.

Hi Carlos,
you create it in IB Directory (context menu on service). It can be a business system, which has to be prepared in SLD or a business service, which you create directly there or a integration process, which has to be prepared in IB Repository.

Udo
