Is it true that Item Category is used to ONLY control BOM?

Item category controls more than that. Have a look at t.code VOV7, select one of the item categories and see the settings inside. For example, completion rule, billing relevance, special stock indicator, auto batch determination, contract value release are some of the functions controlled by item category. Just press F1 on each field, then you can understand on what it controls.

The Sales document has Header, Item category and schedule line category. The Item category contol all Line item attributes in a sales document. For example relevent for pricing, billing etc.

Item category controls a lot of things and BOM behaviour is just one of them. Infact everything related to item behaviour is due to Item categories.

Item category controls the complete sales process throught order/ delivery / billing with respect to the sales item being sold to the customer. In other words, item category is the most important player on a sales order which controls the sales process behaviour.
